Phillips County Prescribed Burning Application Information

Prescribed burning remains a valuable range management practice in Kansas, offering proven ecological and economic benefits when conducted safely and under proper conditions. Under the revised resolution, all prescribed burn applications must be reviewed and approved by the local fire chief, the emergency manager, and the county commissioners.

Once approved, certified prescribed burners will have limited discretion to conduct burns during a countywide ban, but only under specific, authorized conditions—for example, during a brief window of safe weather when the burn can be completed efficiently and without risk of escape.

This provision does not grant unrestricted permission to burn. It represents mutual trust between the County Commissioners, Fire Chiefs, and our prescribed burners to act responsibly, follow their approved burn plans, and ensure all appropriate equipment and personnel are in place. 

You must apply for a permit for each prescribed/controlled burn you conduct. 

Please conduct all burns with the highest level of caution, it is everyone’s responsibility to protect Phillips County. Violations of the new burn ban resolution will result in a $2,000 fine.

How to Apply. 
  • You can utilize the form below to apply for a prescribed burn permit. 
  • Once the application is filled out, the EM Coordinator will route it through the appropriate Fire Chief and County Commissioners for final approval. Please ensure you upload your prescription or burn plan when you fill out the application. 
  • The EM Coordinator will contact you for approvals/disapprovals. For disapprovals, corrective comments will be given, and you will have a change to resubmit your request.
