The County Clerk's Office is located on the second floor of the Phillips County Courthouse in Phillipsburg, KS. As an elected position, the County Clerk serves a 4 year term and is also the County Election Official. He/She also serves as the secretary to the Board of County Commissioners.

The County Commissioners are responsible for approving and managing the county budget and setting county policies. They take on the roles of public manager, community leader and citizen liaisons. They are required to interpret county government decisions, communicate citizen's needs, hear and resolve concerns about county services and communicate with board appointees.

The County Counselor provides legal advice to the County Commissioners, other elected officials and department heads of the County.

The mission of the Phillips County Sheriff's Office is to enhance the quality of life in Phillips County by working cooperatively with the public and within the frame work of the U.S. Constitution to enforce the laws, preserve the peace, reduce fear and provide for a safe environment.

District courts are created by the Constitution. They are the trial courts of Kansas, with general original jurisdiction over all civil and criminal cases, including divorce and domestic relations, damage suits, probate and administration of estates, guardianships, conservatorships, care of the mentally ill, juvenile matters, and small claims. It is here that the criminal and civil jury trials are held. Kansas is divided into judicial districts, with varying numbers of judges in each district. There is a district court in each county, and an office of the clerk of the court where cases may be filed.
