Senior Elected Officials at each level of government are charged with the responsibility for the protection and promotion of public health and welfare.
Each county shall establish and maintain a disaster agency responsible for emergency management and coordination of response to disasters.
Each county shall prepare and keep a current disaster emergency plan which is approved by the Kansas Division of Emergency Management.
The Phillips County Emergency Operations Plan is activated when the county declares a local state of emergency. This is the first step is accessing other resources. A declaration of emergency activates mutual aid agreements, it protects jurisdiction from legal liability, and it provides access to state assistance.
