The Commissioners approved the publishing of the Proposed Budget for the 2027 Budget Year. The Budget will not be finalized until following the Revenue Neutral Rate and Budget Hearings on Monday, August 24th, 2026 at 10:30 AM.

What is "Revenue Neutral Rate"?

The Revenue Neutral Rate is a system to determine budget requests for taxpayers. To be "revenue neutral" entities must prove that the total tax dollars charged each year is either the same dollar amount or smaller than the previous tax year. If an entity must increase the amount of tax dollars above the amount raised, by Kansas statute that entity must hold a public hearing and allow taxpayers to participate.  

The "revenue neutral rate" is the mill levy rate required to generate the exact same amount of property tax dollars as the year before, using the current tax year's total assessed property valuations.
