Regarding the General Election to be held on November 4th, 2025
WHEREAS, a multitude of concerns from voters regarding the accessibility for Phillips County voters and errors in polling place assignments for Election Day, November 4th, 2025 have been submitted,
THEREFORE I, Grant M. Rahjes, Chief Election Officer of Phillips County, Kansas, hereby declare a state of emergency regarding the City & School District General Election scheduled for November 4th, 2025 effective immediately.
THEREFORE, the following polling place assignments shall apply for the 2025 Phillips County elections:

Early In-Person Voting is available until Monday, November 3rd, 2025, at 12:00 PM for all Phillips County voters at the County Clerk’s Office at 301 State Street, Suite A, Phillipsburg, KS 67661.
Any voter may request their ballot by mail by submitting an application no later than Tuesday, October 28th, 2025, at 5:00 PM to the Phillips County Clerk’s Office at 301 State Street, Suite A, Phillipsburg, KS 67661.

Notice of Test of Automatic Tabulating Equipment – 2025 General Election
Pursuant to K.S.A. 25-4411, notice is hereby given that a public test of tabulating equipment shall be held at 10:00 a.m. on October 17th, 2025, in the County Clerk’s Side Office in the Phillips County Courthouse, 301 State Street, Second Floor, Phillipsburg, Kansas.
The equipment to be tested is intended to be used for the tabulation of votes cast for the 2025 General Election to be held on November 4, 2025.
Pursuant to K.S.A. 25-4411, notice is hereby given that a public post-test of tabulating equipment shall be held at 10:00 a.m. on Tuesday, November 18, 2025, in the County Clerk’s Side Office in the Phillips County Courthouse, 301 State Street, Second Floor, Phillipsburg, Kansas.
The equipment to be tested will have been used for the tabulation of votes cast for the 2025 General Election held on November 4, 2025.

NOTICE OF CLOSING OF VOTER REGISTRATION
In compliance with the provisions of K.S.A. 25-2311(c), notice is hereby given that on the 14th day of October 2025, all registration books for the city/school general election will close at the end of regular business hours.
Registration books will remain closed until the 5th day of November, 2025.
Voter registration closes 21 days before any election. You may obtain a voter registration application at the following locations.
County Clerk's Office, 301 State Street, Suite A, Phillipsburg, KS 67661
If you are not a registered voter, the County Clerk's office will mail voter registration applications upon request. You may call 785-543-6825, Option 6, to request an application. Applications may be mailed back to the County Clerk's office but must be postmarked on or before October 14th to be eligible to vote in the November 4th general election.
To register to vote, you must be a U.S. citizen and a resident of the State of Kansas and have reached the age of 18 years before the next election.
