Phillips County CDBG-CV (Coronavirus Aid, Relief, and Economic Security (CARES) Act)
Phillips County has received a Community Development Block Grant to help local for-profit businesses retain jobs for low-to-moderate income people. CV funding can assist these businesses with issues triggered by the Covid-19 virus and when no other funds are available.
Phillips County will begin accepting applications from Phillips County businesses located outside of the Phillipsburg City limits beginning July 1, 2020. Applications will be accepted until August 14, 2020. Any business located within the Phillipsburg City limits that wishes to apply for funds, must do so through the Phillipsburg City Office.

Paper copies of the application can also be picked up at the PCED office located at 205 F Street in Phillipsburg or at the Phillips County Clerk's office located at 301 State Street Phillipsburg, KS.
Applications will be processed first come-first served. Applications should be completed and dropped off at the PCED office during business hours (9:00am - 12:00pm & 1:00pm - 5:00pm, Monday - Friday) Applications will be dated and time stamped.
Our CDBG Grant Administrator will review applications for completeness and eligibility. After that, the Phillips County Commissioners will award funds based on review of demonstrated need. Businesses will be notified in writing of the outcome.
To be eligible you must be a for-profit business located in Phillips County outside of Phillipsburg City limits, in existence as of March 1, 2020, that has been impacted by COVID-19 and is retaining jobs for low to moderate-income individuals. 51% or more of these retained employees must be at 80% low to moderate income (LMI) or lower for the business to qualify.
Businesses will be required to attach documentation that matches or exceeds the amount of funds you are applying for (Invoices, bills, receipts, or other materials documenting expenditures).
A business cannot apply for any CV funding that duplicates the "activity" from alternative sources. A list of these sources are included in the application.More: Latest News Economic Development News
